The name could well be written as NEUMAN in the 1910 census -- it is a bit
hard to decipher.
You asked if this is the correct couple. There is a good chance that it is, and
that the "immigration date" you had is incorrect. (It might refer to the
date of naturalization application or some such or it could refer to **another
trip by David and Rebecca to show off their first baby. --- (That is what my
grandparents did. They went back to the Old Country after they have several
children, and then cam back again.)
You would have to find out just how many young couples named David and
Becky/Rebecca Newman (or a variation of that name) had a daughter Sylvia, lived
in New York, immigrated about 1908-1910, etc. That all makes my head spin! My
general inclination is to believe the census at this point, and to keep on
looking for the actual immigration date for David and Rebecca.

It is impossible for David and Rebecca Newman to have arrived in the US during
Oct 1910 because in the 1910 census (which was taken in April that year) they
are already in Manhattan as David and Backi NESSMAN (at Ancestry. COM, corrected
to NEWMAN). Sylvia is 7 months old, born in NY. In the 1910 census they say they
arrived in 1909; in the 1930 census they say 1908. Sylvia was born about
Sept-Oct 1909. So they had to arrive before her birth.
